The purpose of this program is to protect waterways by preventing and controlling pollution caused by sanitary sewer overflows.
Program requirements relate to sewer overflows and seepage to the storm drain system. Most requirements are addressed by the Water Board's Waste Discharge Requirements for Sanitary Sewer Systems Order. The Order requires the implementation of a Sewer System Management Plan (SSMP).

Sewer-to-storm drain infiltration requirements
Implement controls to prevent seepage from sanitary sewers to storm drains through routine maintenance.
Report all public sewer overflows on the Water Board's reporting tool. Include monthly "no spill" certifications.
Conduct a self-audit of the SSMP every 2 years.
Update the SSMP every 5 years.
