Fundamentals Training

Introduction

Public Works O&M staff have responsibilities under the Municipal NPDES Program. The purpose of this training module is to help you understand these responsibilities.

Who is this training for?

If you are involved with the operation and maintenance of any of the following facilities or utilities, this training is for you:

    • Maintenance yards, fleet yards, and storage yards

    • Landscaping, including at parks and parkways

    • Streets and storm drains

    • Sanitary sewers

    • Drinking water

If you are a contractor that provides these O&M services to municipalities, or you oversee contractors that provide these services, this training is also for you.

Note that industrial facilities such as landfills, treatment plants, power plants, bus yards, and airports are covered under an Industrial NPDES Permit that is separate from the Municipal NPDES Permit. If you are involved with O&M at these facilities, this training may still be useful to you. But you may still need separate training specific to the Industrial NPDES Permit.

What Will You Learn?

In this training module, you'll learn:

    • What NPDES is and how it impacts municipalities

    • How stormwater and urban runoff can be a source of pollution in our waterways

    • Public Works O&M staff responsibilities to comply with NPDES regulations. This includes:

      1. How to identify, investigate, clean-up, and eliminate sources of stormwater and urban runoff pollution

      2. Who to notify of spills and illicit discharges and what to report

      3. How to implement Best Management Practices (BMPs) to prevent stormwater pollution
