Runoff from urbanized land development is the main source of surface water pollution. As such the purpose of NPDES requirements for land development is to control pollutants and runoff generated from land development projects. This is done by implementing stormwater control measures that mimic pre-development hydrologic conditions.
The main role of land development plan reviewers under the NPDES Program is to ensure that:
Projects that require stormwater control measures are conditioned to include them on plans.
Stormwater control measures are selected and designed to meet NPDES Permit requirements.
If the plan reviewer also conducts project site field inspections, then another role is ensuring that stormwater control measures are installed onsite per plans.
The scope of your role in NPDES is determined by your Agency. For example, a separate NPDES plan reviewer may be assigned to reviewing post-construction stormwater control plan reviews. If you are uncertain of your role, contact your supervisor.
You might ask: Which staff positions are the best fit for specific NPDES roles? This is also a decision specific to your Agency. Regulators are less concerned with the job titles of staff implementing the NPDES Program, and more concerned that a process is in place to ensure it is implemented.
