Sanitary Sewer O&M

Purpose

The purpose of this program is to protect waterways by preventing and controlling pollution caused by sanitary sewer spills and seepage to the storm drain system.

General Principles

Program requirements relate to sewer spills and seepage to the storm drain system. Most requirements are addressed by the Water Board's Waste Discharge Requirements for Sanitary Sewer Systems Order.  The Order requires the implementation of a Sewer System Management Plan (SSMP). The Order is separate from the Municipal NPDES Permit, and so is not covered in this training. However, a few key elements of the Order that relate to NPDES are described below.

Sewer spills requirements

Municipal NPDES requirements address spills to the storm drain system.  As such the sewer overflow response element of the SSMP is worth addressing in this NPDES training. The following presentation focuses on this element.

Sewer Spill Response

Sewer-to-storm drain infiltration requirements

Implement controls to prevent seepage from sanitary sewers to storm drains through routine maintenance.

Reporting

  • Report public sewer overflows on the Water Board's reporting tool. Include monthly "no spill" certifications.

  • Conduct a self-audit of the SSMP every 2 years.

  • Update the SSMP every 5 years.
