NPDES, National Pollutant Discharge Elimination System. The State and Federal permitting system for discharges to surface waters.

The purpose of the Municipal NPDES Public Works O&M Activities Program (Public Works O&M Program) is to protect waterways by controlling pollutants generated during public works O&M activities and stored at municipal facilities.

• Track city facilities that are potential stormwater pollution sources

• Implement Best Management Practices (BMPs) to prevent stormwater pollution during O&M activities

• Bind contractors to program requirements

• Train field staff in BMP implementation and illicit discharge detection
